ISPM 15 is one of the International Standards for Phytosanitary Measures developed by the International Plant Protection Convention (IPPC). It specifically addresses the treatment of wood packaging material (WPM) used in international trade to prevent the spread of pests that could be carried in such materials. Here are the key elements of ISPM 15:

  • Scope: ISPM 15 applies to wood packaging material such as pallets, crates, dunnage, and spools made from raw wood. It does not apply to wood packaging made entirely of processed wood products like plywood, particle board, or oriented strand board.
  • Approved Treatments:
    • Heat Treatment (HT): Wood packaging material must be heated to achieve a minimum core temperature of 56°C for at least 30 minutes.
    • Methyl Bromide Fumigation (MB): Wood packaging material must be fumigated with methyl bromide according to specified conditions (although this treatment is being phased out in many countries due to environmental concerns).
  • Marking: Treated wood packaging material must be marked with a specific IPPC symbol to certify that it has been treated according to ISPM 15 standards. The mark includes:
    • The IPPC symbol.
    • The ISO two-letter country code.
    • A unique code is assigned to the treatment provider.
    • An abbreviation indicating the treatment method (e.g., HT for heat treatment, MB for methyl bromide fumigation).
